PREA Standards

Consistent with the policy of the Prison Rape Elimination Act (PREA) of 2003 (Public Law 108-79, 108th Congress), incidents of sexual activity, sexual harassment, and solicitation to engage in non-consensual sexual activity, sexual harassment, and solicitation to engage in sexual activity will not be tolerated at the 5-C Rehabilitation Center. 5-C has policies and procedures that establish a Zero-Tolerance environment for sexual abuse in the 5-C Detention and Youth Rehabilitation Center. Prevention of sexual abuse is a top priority in the facility.

PREA Audit

The Five County Detention & Youth Rehabilitation Center completed a PREA Audit in June of 2014 pursuant to Section 115.401 of the PREA Standards. The Five County Rehabilitation Center is 100% PREA Compliant. Please feel free to review the Audit Findings report completed by the Department of Justice Auditor.

DATA Review

In compliance with Section 115.388 of the PREA Standards, 5-C Juvenile Detention & Youth Rehabilitation Center has reviewed data collected and aggregated pursuant to section 115.387 in order to assess and improve the effectiveness of its abuse prevention, detection, and response policies, practices, and training including 1. Identifying problem areas 2. Taking corrective action on an ongoing basis 3. Preparing an annual report of its findings and corrective actions.

Process for Investigating Sexual Assault Allegations

Five County has procedures governing the referral of cases involving sexual abuse and sexual harassment. Where sexual abuse is alleged, the Fremont County Sheriff's Department shall investigate pursuant to their policies and procedures. Five County shall cooperate fully in any investigation, and shall participate in any investigative process. Criminal investigations shall be documented in a written report that contains a thorough description of physical, testimonial, and documentary evidence.

Abuse Reporting

If you suspect abuse has happened at the 5-C Center, you may contact the Director at the Center Nicky Chavez or PREA Coordinator Vail Codling: (208) 624-1345 or email. You may call the Fremont County Prosecuting Attorney or Fremont County Sheriff's Office. You may also report by contacting the Family Crisis Center # 356-0065 Day or Night. Please have any information or evidence available for the investigators who will be assigned to handle the case. False accusations reported may be prosecuted. All reports are taken seriously and investigate outlined in PREA Policy.
