Staging

Five County Treatment and Youth Rehabilitation Center is a state of the art perimeter secure facility. 5-C is a safe and secure facility that contracts with agencies to house and provide staging and treatment to high-risk juvenile offenders. Five County is a secure Detention Center. Juveniles placed in Detention are housed separately in a separate wing away from juveniles committed to States custody.

The Five County Treatment Center employees Kitchen Staff which prepare meals for the juveniles placed in the Center. 5-C is audited and meal menus are reviewed by the State Department of Education in accordance with the National School Lunch Program regulations. Residents are provided 3 meals and 1 snack daily. The facility including the Kitchen is very well cleaned and organized. Our staff is friendly, professional, and efficient. Kitchen staff maintains reporting and record keeping. 5-C follows standardized recipes and ensure excellent quality nutritional meals.

HISTORY:

The Five County Detention/Treatment and Youth Rehabilitation Center is a county owned and operated facility that opened July 6, 1998 as a 21-bed perimeter secure facility in Rexburg, Idaho. The facility continues to operate under the Balance Approach of Restorative Justice principles providing group protection, accountability, and competency development.

Parent Information/Detention Billing

Billing Procedure

  • Detention residents from the five counties are billed $50.00 per day.
  • Invoices will have the juvenile’s name as the billing name, however parents and/or legal guardians are responsible for the total amount due regardless of the juvenile’s  age.
  • Invoices are mailed out the first week of every month and payments are due by the 4th day of the following month.
  • A minimum  payment of $25.00 is due each month, and can be brought into the facility or mailed to:

Phone and Mail

Telephone calls generally occur between 7:00 and 9:00 p.m. daily.

Two outgoing telephone calls per week are permitted for Detention Residents (10 Minutes). Juveniles in Detention may over time earn a privilege for a third call in a one week period. The Week is considered to start Sunday and go through Saturday. Juveniles in Treatment Programming may earn additional weekly phone calls.  Calls are limited to 15 minutes.

Detention Visitation

VISITATION HOURS

Generally visits occur Monday through Friday 6-8 p.m. , Saturday  9:00a.m.-11:45 a.m. and 1:00 to 4:45 p.m, and on Sunday from 9:00a.m.-11:45, 3:00p.m.-5:00p.m.  Parents and legal guardians are allowed to visit. Juveniles may also have visitation with Legal Attorneys' and Clergy. All other visitors must be approved by the Facility Director or Designee, and the juveniles' Juvenile Probation Officer prior to being allowed visitation. 

Detention Clinician Project

Detention Clinician Larry Bradley, LCSW

Larry Bradley, LCSW primary covers the Detention Grant for juveniles placed in Detention. He meets with juveniles and conducts a clinical interview. 5-C uses two assessments tools with the Detention Clinical Grant for  juveniles placed in Detention from the surrounding counties. They are the MAYSI-2 and Alaska Screening Tool. These tools are used to assist the clinician in his/her assessment. Juveniles may be given a provisional diagnosis.

Five County Detention and Youth Rehabilitation Center provides safe and secure housing for juveniles placed in Detention from the surrounding Fremont, Clark, Teton, Jefferson, andMadison counties.

The 5-C Management and Treatment Team Staff work closely with Juvenile Probation Departments. Five County also contracts with surrounding Idaho counties of Franklin, Clark, Bannock, and Teton County, Wyoming.

Case Management

The 5-C Treatment Center has professionally trained Case Managers that work with the treatment groups (male/female) offenders. Each Case Manager meets with the juvenile weekly. Together with an assigned 5-C Clinician, individualized treatment plans are developed. The Case Manager and Clinician work closely together to deliver treatment services, programs, track progress in the program, and work toward a successful transition of the youth back into society.

Education

Five County operates under the jurisdiction of the Fremont County Joint School District #215. All educational services are provided by the district, and comply with State and Federal Standards.  The Director of Education is certified in Special Education and Emotional Disturbance Behavior Disorders.
